additional Articles of the Chefoo Convention, is to free the opium from any molestation while in transit,,- and the question of the possession of a permit from the Kwong Un General Office doos not, evon according to the illegal regulations, apply to opium in transit from a foreign port. The opium was not bought in Canton or in any place in Kwongtung where the Kwong Wing Yuen Company have an office, and we are not aware of any regula- -tions making it compulsory that raw opium for Kwongtung has to pass through those places. The opium had the Customs transit pass on and was seized while in transit before it reached its destination, and we maintain that this was a gross breach of

treaty rights.

In view of the fact that the question is

now being discussed in Peking by His Britannic liajesty's Chargé d'Affaires and that he has been made acquainted by cable with Mr. Jamieson's view of the matter, may wo rqquest H. E. the Officer Administering the Government to be good enough to also transmit to him the whole facts of the case as explained above, and to ask for the inmediate removal of the illegal tax and regulations which have already cost us and other

British Merchants enormous losses.
